An example to follow ? While the proposed law on furnished tourist accommodation is causing a lot of talk at the moment, with the aim of limiting short-term rentals in the summer and encouraging year-round rentals which are lacking in many territories including that of Country of Royan, the City of Royan is studying the example of Sables-d’Olonne which has implemented the “Rent all year round” plan. The latter made it possible to put 300 homes back on the long-term rental market for a seaside resort of 48,402 inhabitants.
“As long as the tax system is much more attractive for those who rent for short periods rather than for the year, there can be as many legislative proposals as we want. We must start by rebalancing taxation between the two,” insists the municipal councilor responsible for housing in Royan, Bruno Jarroir.
On the other hand, the example of Sables-d’Olonne appealed to him. “We will study the question with the mayor of Royan Patrick Marengo,” confides the elected official. The Vendée seaside resort, which also faces a tense real estate market, has decided to take the bull by the horns.
An incentive
To encourage owners to rent year-round, financial assistance is offered with a maximum of 10,000 euros per accommodation, not including additional bonuses linked to renovation work. “30% of the subsidy is paid upon signature, 30% at 18 months and the balance after three years. To be able to benefit from it, the owner must in fact commit to renting for at least three years,” explains Bruno Jarroir.
The eligibility criteria are strict. The accommodation must be declared as a second home or vacant and must have a minimum surface area of 25 square meters. This operation cost the community 2.4 million euros but had strong repercussions. “This plan could be supported by the Royan Atlantique urban community. We will have to discuss it if we decide to go further,” indicates Bruno Jarroir.
