“Largely taxed” for the benefit of the richest French municipalities

The National Union of Real Estate Owners (UNPI12) proposed a highly relevant round table on private property, at the European, national and local level, at the CCI. Three big names explored this world of property, a subject of concern to all French people.

The National Union of Owners of Aveyron (UNPI12) recently organized its statutory general meeting. A legal obligation which gave rise to a round table around the real estate issue, both in Europe, in France and in Aveyron. Three scales explored by guests, at the forefront of questions of private property. Emmanuelle Causse, general secretary of the International Union of Real Estate Owners (UIPI) since 2020, director of the Brussels office since 2009, made a brilliant presentation on political decision-making at European level which directly impacts the interests of small owners.Through her presentation, she demonstrated how the decisions of Brussels “concern us all. We have just voted in the elections and we must realize that the European Commission has an impact”, says the one who spends time lobbying to defend the interests , both French and Aveyron owners.

Guy Laurens, the president of the UNPI12, at the initiative of this beautiful round table and statutory assembly, masterfully led this conference where he also invited Sylvain Grataloup, the national president of the UNPI.
Doctor of law, lecturer at Jean-Moulin Lyon 3 University, Sylvain Grataloup was, for 13 years, director of the Institute of Property and Real Estate Law at the same university. This specialist restored pride to the members, by emphasizing “their function as landlord and their societal function. By having goods, you make them available to the population,” recalled Sylvain Grataloup. The latter explained to the owners how much they had to “be proud to be an owner” because of this position.

Taxes that go to the richest French municipalities

The third guest, Jean-Marc Calvet, mayor of Rignac and president of the mayors of Aveyron, set out to present the consequences of the property tax on municipalities and small villages. “Part of the property tax is not kept by the municipality, it is the State which recovers it.

This is an aberration for me, because in addition, part is returned to the richest municipalities , like Nice, Cannes or Neuilly, as an equalization measure”, indicates the elected official. This insight made it possible to show how, once again, property owners (70% of whom occupy their own homes) contribute to the general interest, where they are “largely taxed”, as demonstrated by Emmanuelle Causse, in her intervention on European tax policy.

Weighty interventions which demonstrated, if necessary, how the UNPI12 is a reference in the defense of small owners, but also in its capacity of advice in legal matters and support, throughout the process of different leases (furnished or empty, commercial etc.). Dominique Costes, president of the CCI, received all these guests and the public, comfortably seated in the Amphi, with a little note addressed to “owners, who also make their accommodation available to companies, who bring professionals, in Aveyron, for work”.
