A ministerial decree of July 5th led to the classification of the city in zone B1 in the ABC zoning. Defined in article D304-1 of the construction and housing code, the zoning conventionally called ABC carries out a “classification of the municipalities of the national territory into geographical zones according to the imbalance between the supply and demand for housing”.
In descending order of tension, the geographical areas are: A bis, A, B1, B2 and C. The adequacy or imbalance between supply and demand for housing defines the level of tension in the real estate market in a territory.
This tension is measured through territorial dynamics (dynamics of living areas, demographic changes, etc.) as well as indicators: in particular property prices and the level of residential rents.
The areas characterized by an imbalance are zones A bis, A, B1 and B2. According to the provisions of article 18-0 bis C of appendix 4 of the general tax code, zones A bis, A and B1 present a “significant imbalance” between the supply and demand for housing. Until now, Saint-Sulpice was not identified by the state services as an area in imbalance (classified C like 95% of the Tarn municipalities).
The ABC zoning is used in particular for the eligibility scope and for the applicable scales (rent and/or resource ceilings) for aid relating to rental investment (Denormandie, Pinel, Loc’avantages), to home ownership (social rental-purchase loan, zero-rate loan, etc.), as well as for intermediate rental housing and for setting rent ceilings for social housing financed in PLS.
The real estate pressure on the city is now rightly recognized by the state, which will be able to direct incentive measures towards our municipality.
Saint-Sulpice-la-Pointe is the only commune in Tarn classified as B1. Some communes in the Albi agglomeration and others close to Castres have been classified as B2 for several years.
